Something important I forgot to mention is where you connect the output 
of the autopilot makes a great deal of difference in how much work is 
involved in designing the autopilot.

If you're feeding into a control system (ideally just downstream from 
any pilot command shaping) you can get away without having to deal with 
the changes in the vehicle characteristics throughout the flight 
envelope. If you're feeding surface commands directly, you need to worry 
about all sorts of messy details.
