#3 JDBCHelper updates

I made some updates to the JDBCHelper.
Since I figure this to really be your project rather
than a WPS project,
I figured I would send it to you.

Basically, I added the ability to static init it with
the jdbc
connection information;
and then have methods to return an instance.

there is also the ability to simply execute an update.
(while it uses the JTS driver, nothing says that if a
project didn't use
JTS, that they couldn't put the same driver info in
both jdbc and jts.)
