1 - open a terminal window, type "java -version" and report the results
2 - type "java -jar jpws.jar" (use your specific program file name instead of "jpws.jar") and report the result

Most likely a problem with obtaining administrator rights (UAC). If the CMD is started not on behalf of the administrator, it does not turn on if it is started on behalf of the administrator.

If you know how to handle Java program files (.jar) then please also attempt with the jar-file!
I tried to run the jar file, but it did not start.
Run the program through the command line?
