JPL will re-register every 3600 seconds (once an hour) by default. If the PBX restarts JPL would have no idea that this happened. Since the protocol uses UDP there is no persistent link between the phone and the PBX. You're only option is to restart JPL, wait up to 1 hour, or just make a call. Initiating a call would also effectively re-register with the PBX.
Or have you seen other soft-phones do something more?
