#80 Option to remove/disable the bottom bar

Option to remove/disable the bottom bar (to adjust bright, contrast, ...) that shows up when mouse is over.

This option already exists:
Select "Edit user settings..." menu item and change the setting ShowBottomPanel to false:
ShowBottomPanel=false

I didn't have this entry in my .ini
I had to add it since I was keeping the .ini from previous versions (keeping settings)

Use the "Update user settings" menu item in version 1.0.35 to merge new settings into an existing INI file.
