#60 MinimalWindowSize doesn't respect user defined value

I'd like to address one of the most important aspects of an image viewer for my use, "Change window size to fit image."

In JPEGView.ini (settings), MinimalWindowSize, which was described in a 2015-01-07 update as a new feature that "allows setting the minimal window size in pixels", does not seem to do anything. I have a collection of GIFs from the early 2005 era of memes which are sometimes 100 pixels or less, and JPEGView insists on respecting its own minimum width of like 300x200 pixels. This forces the display of black borders surrounding random tiny images as you fly through a folder, which I find that pretty disconcerting as it comes and goes. My favorite classic image viewer ACDSee Pro 2.5, which is also from over 10 years ago, actually didn't have a problem granting users the tiniest window physically possible, down to something like 120 by 0 pixels.

Please revisit the feature and make sure it's genuinely working. I'm actually really impressed by JPEGView glitching far less than a majority of other viewers when it comes to the challenging task of accurate GIF playback. Over the years there are insane inconsistencies inherent to the format and few images stump your program. That shows some effort really went into this project.
