Compared both GIFs to Google chrome result. No difference found, animation not stuck.
OS is windows 8, 64 bit.
GIFs are read with GDI+ (part of the operating system), maybe a bug in old versions of GDI+.
Nothing I can fix in JPEGView

I was testing the 64 and 32 bit versions of JPEGView - both show these GIFs correctly on my system.
JPEGView version is: 1.0.32.1

Can I check version of GDI+ in my OS? Just for compare with your version.
