I think there is a build issue with the 1.0.32.0 release. The 32-bit zipped package fails to run on Windows XP 32-bit, Windows XP 64-bit and Vista 32-bit. It does run on Windows 7 x64 and Windows 8 x64.
Strange. The 32 bit version is compiled with Visual Studio 2010 to make sure that it runs under Windows XP, there is no difference in the build compared to version 1.0.31.1 - same compiler used.
I tested the 32 bit version under Windows XP, SP3 in a virtual machine and it worked.
Consider that you need at least Windows XP SP2 to run the 32 bit version.
The fact that it is running in the 64 bit editions only looks very much as you tried to start the 64 bit version instead of the 32 bit version. Both versions are in the same ZIP file but in different directories:
32 bit version: JPEGView32\
64 bit version: JPEGView64\
Also check the 'About JPEGView' dialog box, the title contains '64 bit version' in case the 64 bit version is running.

The 64 bit version does not run with Windows XP 64 bit. That is known and this combination will not be supported ever. Use the 32 bit version on Windows XP.
