NullPointerException while parsing josso-agent-config.xml

josso-1.8.9
apache-tomcat-6.0.41
jdk 1.7
---> Quick Start with 1.8.9 and jdk 1.7
Installed gateway via gsh console
Installed agent cia gsh console
Started catalina and get the nullpointer:

LifecycleException: Error starting SSO Agent : Unexpected exception parsing XML document from class path resource [josso-agent-config.xml]; nested exception is java.lang.NullPointerException
at org.josso.tc60.agent.SSOAgentValve.start(SSOAgentValve.java:216)

Any idea what I am doing wrong?
