[Jolo-develop] Builds over the web.

You can now use my machine to do builds over the web.  Just go to
http://209.90.78.195/cgi-bin/jolobuild.cgi (and slow my machine to a
crawl as you all try it out :) ).  It doesn't work perfectly (yet) for
multiple users but it should be good enough.  If flaky things start
happening, just try it again and if they persist let me know.  If it
starts to slow me down too much we'll have to look at another solution
but for now it should work just fine.  In the future I'll add things
like parameter passing for verbose mode and stuff like that.
