#1068 Added Aspect Mapping to NYC-1956 Held Aspect

I've added aspect mappings to the held aspects in the proper signal masts in the NYC-1956 signal files that were previously missing. Now when a signal is set to the held aspect the signal before it will show the proper approach displays. Tested successfully this weekend during an operating session.
