#1063 Aspect mapping for SPTCO-1960 signal system

Modified files to improve the SPTCO-1960 signal system. Masts are a bit mixed up and incomplete but correcting them further is likely to break things if any one is using the existing masts. I have included the missing icon too. The main improvement is the addition of aspect mapping so that the signalmast logic works.

I didn't see any specific appearances in the appearance-SL-1-low-D.xml. I think there should be something.
