#557 NCE Command Station freezes when saving edited macro

Using Version 4.5.3 (problem first noted in 4.5.2)
NCE Powerhouse Pro with EPROM Revision 6.2.1 (2007)
Ubuntu 16.04

When editing a macro (adding one turnout to an existing macro), pressing 'save' causes command station to freeze. All users lose control of their locomotives.

Command station power must be cycled to restore system.

Macros are empty after reset (fresh battery installed on command station today).

Problem is repeatable.

There are existing problems in the NCE macro handling in JMRI. So you can
use it to view the values, but saving them causes an errant memory command
and it causes the command station to get reset.
