When signal masts that are outside of the normal path (diamond situation) are added to the signal mast definition, the definition never goes active even though all of the conditions have been satisfied.

The attached demo consists of a double diamond with 2 horizontal tracks and a diagonal track. The diagonal is the default route and will be active unless the route is busy or one of the approach blocks on a horizontal track becomes active. When this happens the diagonal route signals display Stop (the approach blocks are included in the diagonal signal mast logic).

The horizontal signals include the diagonal signal masts with a Stop indication in the signal mast logic.

When this configuration did not work, I changed the lower horizontal track to use an internal sensor instead of the diagonal signal masts. The sensor state is controlled by a Logix triggered by diagonal signal mast aspect changes. This worked as expected.
