#498 Cummunication with Z21 does not work correctly

The communication between JMRI and the Z21 does not work correctly. Both connections Service Mode and Operations Mode are shown as not available.

Using a Throttle one can get a loco to move but that's it. Can't stop anymore.

Trying to read from a decoder with DecoderPro3 using an Z21 over Ethernet does not work correctly. The Z21 switches to the service mode (relais can be heard), reads the first CV (loco is responding) and then seems to hang.

This is exactly the same behavior when using a Lenz LI-USB, so I can imagine that this is not an Ethernet-specific problem.

    The support for the Roco Z21/z21 is a work in progress. Not all z21 specific commands are currently supported, but mre are being added.

    Decode programming is fixed, as of version 3.10 ( or 3.11.1 )

    Throttles should be working as of version 3.11.5.
