The Jmol-12.0.28-full.tar.gz release tarball does not have the tools/ directory which is in subversion.

This makes a normal ant build fail, as build.xml includes tools/build-i18n.xml.

The selfSignedCertificate/ directory is missing as well, it was there in the 11.x release tarballs.
