All image drawing should take place in the projection class

Now, geoformats draw themselves onto the map image.
This design has at least a couple of severe limitations.
* Lots of duplicated drawing code in each geoformat class.
* Makes it very difficult to add non-rectilinear-grid
projections.
The way it should be is that geoformats will have the
task of creating a data structure of geographic
information, which they will pass to the projection
object. The projection object will then interpret that
data structure and draw the image layer.
I have marked this item as highest priority because it
is the biggest redesign of the mapper that I want to
accomplish at this point, and on it hinge many other ideas.

This is mostly done. The coordinatelist, gpx, and shapefile
modules are converted over, and now delegate all image
drawing to the projection. I still have to rewrite the grid
module. The others- text, background, graphiclayer -will
stay as they are, containing their own image drawing code.
