#8 Concentric Rings in Polygon Shapefiles

Taking these comments out of the sourcecode and putting
them into this bug tracker.

// bug here: multiple rings in a shape record will not
always be concentric
// possible solution: modify the array key of each ring
to denote whether it is concentric or separate

This is something I need to study some time, but at the
moment, I don't remember much about the conditions of
this bug. Also, this bug depends on the reorganization
of drawing code into the projection class.
