#1 getTTL() and getTimeToLive() not implemented

Both setTTL() and setTimeToLive() native methods are not correctly implemented. They currently return 1 instead of the actual TTL value.

TTLTest program throws "IOException: Invalid argument" when try to read the ttl on an IPv6 multicast socket.
