#16 Tooltips partly obscured

In JGRASS 2.0 Mac OS X, the tooltips for buttons are
partially obscured by the main window. When you have
other toolbars un-docked (floating), tooltips do not
appear for any buttons unless you first make the
toolbar active by clicking on the title bar.
