#33 outline view for pl_sql files

First of all thanks for a great plugin.

I would like to see the outline view populated when
pl/sql files are open similar to the way java files do.

i.e. list the functions/procedures in the file in the outline
view and enable jumping to them in the editor.

I don't know how standard our approach is, but we have
package bodies in .pkb files and package
implementations in .pks files. The functions or
procedures in the pks files could be termed public or
private depending on if they are in in package body.

Hope this makes sense.
