[Jetty-support] Setting scratchdir

How do I set the default scratch directory for
compiled JSPs to WEB-INF/work?

Setting scratchdir in webdefaults.xml does not work,
because it requires an absolute path, and I want the
path to be relative to the current webapp.

Essentially, I'd like the compiled JSPs to go in the
same place they do for Tomcat and Resin.
