I found an exdeption that seems to occur when adding
tags to a file that was created without them.

The bug is an attempt to write to past the end of an array.

I have fixed it in the code. But, I am not sure of the
ramifications of my fix.

This may be a side effect of bug #681321 because both seem
to relate to the padding.
