[JBoss-dev] Behavior change of BasicMBeanRegistry

The BasicMBeanRegistry.registerMBean is now registering mbeans that
are ClassLoaders with the default loader repository. This breaks
UCLs that do not use the default loader repository, and this behavior
was not in the previous version of the BasicMBeanRegistry. I have
changed
the BasicMBeanRegistry.registerClassLoader to only register non-UCLs
since UCLs will already belong to a repository.=20
