Appending of song path which contains mutated vowels

I used this method:

If you try to append a song to Winamp's play list which does contain one or more mutated vowels ("Umlaute") (i.e. it sometimes occurs in the german language), Winamp receives a incorrect encoded path string. The added entry appears in play list, but it's deformed at the specific string positions where the mutated vowels are.
I forgot to mention that Winamp cannot find/play such mutated song paths.

It shows, that die character ö wasn't correctly decoded by the DLL file
