#153 Feature Request: Standalone mail encrypter

With regard to bug 1096048 ("Parser error for user in
mail plugin"), the mail plugin can only be set from the
UI because the username and password are encrypted in
the XML configuration file. This functionality is only
supported currently via the UI.

For headless systems, a standalone command line
encrypter is needed.
