The documentation comments for the two files ProjectAssignment.java and ProjectConverter.java are not accurate and to coding standards. Some issues identified include:

- Non-standard class comment header (@author and @revision)
- Double-check the method headers

Generate JavaDoc to see what it looks like before the changes. Fix to following coding standards. Then, regenerate JavaDoc to be sure that looks as expected
