In reg_imp:
Dword's from .reg file will be in the right order once inserted into the hive. String values will have appropriate quoting.

Version 003 seems to work fine with a cleaned hive, but not a dirty hive. You can clean a hive by using regedit. "Load Hive" on to a subkey of HKEY_USERS, then "Export... As Hive" to a new name. Afterward, jared can handle imports.
