Summary: ant dist should run checkstyle first

Initial Comment:
ant dist currently does not run checkstyle. Creating a distribution archive should require high quality, thus checkstyle must be run before creating the distribution archives.

This should be configurable via developer.properties so a developer can willingly temporarily disable the checkstyle run.
