Sorry, you did specify "as in free speech" now that I read it again, but I guess I skimmed my e-mails this morning. I also find Trac quite good and in general sufficient, and it comes with a hard of nice modules. JIRA is usually well-regarded for its integration with other services (your vcs of choice, but also other useful atlassian tools like crucible, bamboo, fisheye...), but primarily in enterprises I think for its configurable workflow system, which makes it possible to customize the life-cycle of your issues (especially practical if you have different dev/qa/prod environments and teams, and that you need a bit more than the usual open/assigned/fixed/closed status for your tickets). It is also fairly customizable with additional gadgets. Now if you ask my personal preference, it's actually the Google Code Project Hosting issue tracker :) In most cases, I don't think the workflows are that necessary, and the very customizable tagging features on Google Code fill in the gaps wonderfully and very elegantly in my opinion. It also bugs me less than trac and jira for the simple fact that I prefer its layout and the fonts they use. I find I see more in one place (though I like the dashboards on JIRA for the various visualization options and graphs, the bigger default fonts bug me horribly). But like I said, as far as I know and am concerned, Trac is also great and sufficient here.
