Some SPMS users are complaining that the unicode in their names in SPMS is being translated to HTML &##; characters when receiving emails from SPMS. For example, email to Håkan Danared from SPMS produces the opening greeting substitution

instead of the proper unicode name
Dear Håkan Danared,
as it is stored in SPMS.
Note that the HTML code of complaint above is seen by him as "H &# 229 ; kan" (without the spaces) but of course on this web form the HTML version of the symbol is printed normally in most web browsers.

From what I can tell, this is a database issue. Take a look at https://oraweb2.cern.ch/pls/jacow/test.
Line 1 is data stored in a table. I entered the data with the following: insert into temp values ('Håkan'). What you see is the result of the print out to the web.
The å character is stored in the database as chr(191), which I think is wrong.
Line 2 is a straight print of his name in the HTML code htp.header(3, 'Håkan'). As you can see this displays properly indicating it is not an issue with the web server or browser.
Line 3 is a straight print using htp.header(3, 'H¿kan'). I used #191 because that is what was stored in the database for the å character, which appears to be wrong.
Line 4 is a straight print using htp.header(3, 'Håkan'), which is the number you gave me. This appears correctly as well.
I think the database either doesn’t accept Unicode, is not setup properly or the interaction between the SPMS pages and the database is not correct for Unicode. If it is a database issue and given the CERN database hosts other applications, I’m not sure if we can make a request to have it changed.
