#10 Fix storage of conference start date in the initial sync procedure

Hi Matt,

I think that it was:
https://oraweb.cern.ch/pls/rupac2014_debug/session_maint.edit
in order to create a session.

To solve the issue, in system parameters – Conference – start date
https://oraweb.cern.ch/pls/rupac2014_debug/params.get_value?num=5
we modified the field from 06-Oct-2014 to 10/06/2014 which solved the problem and Maksim was able to create the new session.

This is something Caite and I hit recently too, setting up sessions for ERL'15. It would be good if there was a proper error message when trying to set up a session when the conference start date is not formatted properly, rather than a debug dump from a text to numeric conversion error.
