The "up one level" button does not work in any of the browse dialogs (e.g., in the open database dialog) of JabRef (neither 2.7 nor 2.8b2). I am running JabRef on Windows 7 64 Bit with Java 7.0 Update 3.
I can't reproduce this, even with the exact same Java version on Windows 7 64 bit.
What is you selection for "Use native file dialog" under Options -> Preferences -> Advanced? I'm not sure that the information will help, since it worked for me in both cases, but it could be useful.
