Icarus Verilog Stable Release 0.8.3

It has been clear that Icarus Verilog 0.8 enjoys widespread use, so I have addressed a variety of issues to improve the compiler. The source code, release notes and binaries are available here: <ftp://ftp.icarus.com/pub/eda/verilog/v0.8>.

Note that v0.8 is a FORK from the main development trunk. It gets active maintenance attention so long as the development trunk has not resulted in a new stable release of its own.
