New Sourceforge Presence for Icarus Verilog

The locally managed ivl-bugs database has become unmanageable due to spammer abuse, and lacked some important features anyhow. Therefore, I have created a sourceforge presence for Icarus Verilog in order to host issue tracking and news. Please bear with the transition, and let me know if you have suggestions/issues.
