[Iverilog-devel] ICARUS_VPI_CONST

In response to https://github.com/steveicarus/iverilog/issues/201, I've 
just pushed a few more fixes for const-correctness when ICARUS_VPI_CONST is 
defined as "const". Is there any reason why we shouldn't now make this the 
default when building Icarus?

I realise we need to be careful to avoid the definition propagating into 
iverilog-vpi.
