I don't think you want to reuse the LDFLAGS variable since the user
supplied libraries will be added after the defaults. I think we want a new
variable like how -l is handled LIB vs LDLIBS and LIB is before LDLIBS on
the link line.

While you are at it delete the RCS line.

I can fix the mingw code, but I still think we should have a request to
connect all the fixes to.
