Both are possible, but I don't know if normal users can set bug priority
and some do not supply the information needed to correctly determine the
priority. I try to poke at most reports when they appear to find the easy
fixes and could change priorities at that time. As a minimum this needs to
be documented on the Wiki with a pointer to it on the bug submission page.

Well there is that! There are a few 5's that fit in the 6 category and a
few more that fit in the 4 category.

Will do! There are a few that I have done some preliminary debug on, but
at the time, and possible still, didn't have enough knowledge of the
system to feel comfortable fixing.
