From my point of view, material from which an item was
made doesn't sufficiently define properties of item.
Iron short sword that was made by MASTER smith,
it far different from iron short sword made by apprentice
smith.
What about items quality gradation like this:
crude (-20%)
threadbare/shabby (-10%)
normal(0%)
great(+10%)
masterful(+20%)
superior(+30%)
