#2324 optical glitch when adding CIs to tickets

When adding CIs to a ticket the "search for objects" headline is displayed above the filter buttons (see picture).

How to reproduce:

  1. in welcome dashboard click on New... (+) to create new UserRequest
  2. switch to register CIs
  3. click add
  4. click cancel
  5. click add
  6. maybe repeat step 4 and 5
