After deploying an iTop instance and opening it into the first time, I noticed that the Welcome modal window is empty (as Attachment). I believe it's somehow related to the translation string being missing into the Brazilian translation file, but I'm not sure. If it's the case, maybe iTop should use the default English string instead.
I updated the translation of iTop to the PT BR language, and the welcome message of the modal window started to be displayed normally (UI:WelcomeMenu:Text). It was translated as '~~' before, i.e. the welcome modal window translation was missing. I believe that, in this case, iTop should have used the American string (EN US) so that the message would at least be displayed to the user if the translation string is empty.

This is indeed a bug, the string should have contained the EN counterpart plus the '~~' suffix in the PT dictionary :(
