iTop is not a Business Integration (BI) tool, you can use such tool to build graph on which filtering will be usable, it does not exist in iTop.
Graphs are mainly provided through Dashlets, also some extension can come with their own graphs (TimeTracking for eg) and iTop core brings an Impact analyses graph with some filtering capabilities, but their are specifics.
An extension can bring a new type of dashlet which can includes filtering capabilities. But I am not sure that it's possible to apply a given filtering to all dashlets displayed with the current dashboard, as most BI tools do. That's an interesting challenge.

"All Open Incidents (Incident Management)" is a an OQLMenuNode, the other one is a "DashboardMenuNode", which is totally different and there is no way to replicate easily the filtering on the other type of menu.
