#9 Admin Users see all tasks & processes

Let Admin Users see all task templates and Processes
on the Task and Process screens, respectively.

Build 105 includes this feature for Pending Tasks, but
not Task templates or Processes.

I don't know about this, it made sense when I submitted it,
but what about private task templates? Should Admins be able
to see people's private task templates as well, and how
would group-owned task templates be shown?
Perhaps this feature should be included in the Administrator
features pages where it will show all data in the system.
