is it possible to allow anonymous requests be made to the
system then allow an admin to assign the request to a task
or drop the request entirely??

I'm sorry I never saw your post until now, can you be a
little bit more specific in your idea? What would the
nature of the request be? Do you mean Have an Approval
Mechanism where Certain users can accept or reject a task
basically?
