I agree, when using "right-click" on iTerm icon in the Dock and selecting New, It always creates a new tab on the last used window (which is frequently in a different space). How do I get it to always create a new window in the current space?

Hold the "option" key when you make your selection in the context menu. This trick also works for the toolbar's open button.
