Enabling capability to have non-ascii folder names

I am interested in the feature that was added in
https://sourceforge.net/p/isync/isync/merge-requests/3/, which I see
has been merged, but is disabled by default.

How would one enable this feature? The documentation did not help me,
although I might have been looking for the wrong terms.

After browsing through the code I see that it seems to be triggered
according to capabilities enabled in some context variable, but I
haven't been able to find how to do so in the intended manner, even if
it involved recompiling the source.
