[Issuetracker-development] File attachments and nice URLs

In CVS I have now uploaded the latest changes to enable file attachments 
and nicer URLs.

On this page no_fileattachments is set to 3. 0 would turn the feature off.
In List Issues, click to sort on Urgency twice and you'll notice the much 
nicer URL. Cachability was the main concern here.
