The docs talk about how to set up categories and
products, but have no explanation for the intended use
of categories.

This isn't a bug at all. (That the IT developer doesn't care
to answer the question in the forum is a problem.)

Categories are for the techs/admin to categorizes the issues
- reading the EnterTrack docs will help you understand:
