#119 Error in const.php

Suprised this one was actually let go for so long.
Installed Issue Tracker 4.0.3 today and had some
startup problems. Turned on logging and found this
error...

Went to line #32

echo "Could not automatically define the _URL_
constant, please define it manually in conf/config.php or
conf/const.php.");

And added a ) before "Could.....

All is good now.. so far ;)
