An editor can create a Delete Title submission for a deleted title ID if the title was deleted between the time the Delete Title HTML form was loaded and the time the "Delete" button was clicked. It's not a significant issue because the submission display software will check the XML and won't display the submission, forcing the reviewing moderator to hard-reject it.
